The Margaretta Township Trustees met in regular session on
December 18, 2008 at 7 p.m. Present were Mr. Pooch and Mr. Riesterer. Mr.
Bias was absent.
Mr. Pooch moved, seconded by Mr. Riesterer to approve the
minutes from the December 4, 2008 meeting. Vote: all ayes.
Mr. Pooch moved, seconded by Mr. Riesterer to accept the
financial reports that were submitted by Fiscal Officer, Mary Ann Lindsley.
Vote: all ayes.
Mr. Pooch moved, seconded by Mr. Riesterer to approve and
sign the warrants that were presented for payment by Fiscal Officer, Mary
Ann Lindsley. Vote: all ayes.
Fiscal Officer, Mary Ann Lindsley submitted new final
appropriations for the trustee’s approval. We need to send new
appropriations to the auditor due to the fact of receiving updated estimated
resources from the auditor. We had asked to be able to spend more money in
our gasoline fund, due to receiving more than we originally appropriated. We
did not ask to give the Road Dept money from general fund.
Mr. Pooch moved, seconded by Mr. Riesterer to approve the
amended final appropriations, as submitted by the Fiscal Officer, and to
send them to the county auditor. Vote: all ayes.
Mr. Pooch moved, seconded by Mr. Riesterer to hire Daniel
Loroff as a part time snow plow driver, effective December 19, 2008, at a
rate of $12/hour. Vote: all ayes.
Chief Keimer gave his report. He said that the time has
expired for the appeal on the house in Crystal Rock that had the fire. Tom
said he would call to be sure that an appeal had not been filed. The other
house’s appeal will expire on December 22, 2008. This house is down but
they need to clean it up.
Chief Keimer said that the dispatching will be done by
Huron beginning tomorrow.
The Homegardner Road ditch and bridge were discussed. We
may want to get together with Ken Fortney to discuss this in early January
2009.
We didn’t make the first round for our Issue II Project.
Our leaf and brush drop off collected 11,580 lbs in the 5
days that we held drop offs.
Once again we will have an area for Christmas tree drop
off.

DEC.19TH ORGANIZATIONAL MEETING
The Margaretta Township Trustees held their 2009
organizational meeting on December 19, 2008 at 1 p.m.
Present were Mr. Pooch, Mr. Bias and Mr. Riesterer
Mr. Pooch moved, seconded by Mr. Riesterer to appoint Mr.
Bias as Chairman for the Margaretta Township Trustees for 2009. Vote: all
ayes.
Mr. Bias moved, seconded by Mr. Riesterer to appoint Mr.
Pooch as Vice-Chairman for the Margaretta Township Trustees for 2009. Vote:
all ayes.
Mr. Bias moved, seconded by Mr. Pooch to appoint Tim
Riesterer as our representative and Joe Bias as the alternate to the Erie
County Council of Governments. Vote: all ayes.
Mr. Pooch moved, seconded by Mr. Bias to appoint Dave
Foster as our representative and Emmanuel Karniotis of our alternate to the
Erie County Regional Planning Board. Vote: all ayes.
Mr. Bias moved, seconded by Mr. Pooch to appoint our
cemetery representatives as following: Mr. Riesterer for Castalia, Mr. Bias
for Sand Hill and Mr. Pooch for Graves and Venice. Vote: all ayes.
Mr. Pooch moved, seconded by Mr. Bias to appoint Emmanuel
Karniotis to the Zoning Board for a 5 year term from 1/1/2009-12/31/2013.
Vote: all ayes.
Mr. Bias moved, seconded by Mr. Pooch to appoint Lester
Barnum to a 5 year term (1/1/2009-12/31/2013) to the Zoning Appeals Board.
Vote: all ayes.
Mr. Pooch moved, seconded by Mr. Bias to appoint Jason
Lehrer to the Recreation Board for a 5 year term from 1/1/2009-12/31/2013.
Vote: all ayes.
Mr. Bias moved, seconded by Mr. Pooch to set our meetings
to the first and third Thursday of each month, with the general meeting
starting at 7 p.m. Vote: all ayes.
Mr. Pooch moved, seconded by Mr. Bias to appoint Tim
Riesterer and Gary Pooch to the Firefighters Indemnity Board. Vote: all
ayes.
Mr. Bias moved, seconded by Mr. Pooch to allow the Fiscal
Officer to invest any inactive funds into Star Ohio. Vote: all ayes.
Mr. Pooch moved, seconded by Mr. Bias to allow the Fiscal
Officer to ask for advances from the Erie County Auditor as needed. Vote:
all ayes.
Mr. Bias moved, seconded by Mr. Pooch to allow the Fiscal
Officer to amend the appropriations as needed. Vote: all ayes.
Mr. Pooch moved, seconded by Mr. Bias to have the Fiscal
Officer set temporary appropriations for the first quarter of 2009. Vote:
all ayes.
Mr. Bias moved, seconded by Mr. Pooch to allow the Fiscal
Officer to hire part time additional clerical and/or stenographic assistance
as needed at a rate of $12/hour. Vote: all ayes.
Mr. Bias moved, seconded by Mr. Pooch to set our copying
costs per page to 15 cents. Vote: all ayes.
Mr. Pooch moved, seconded by Mr. Bias: that any travel or
otherwise necessary expenses incurred by the Trustees, Fiscal Officer, or
otherwise authorized personnel expressly for Township business outside the
Township limits, including members attending the township Association winter
and summer conventions are allowed upon surrendering an account for expenses
for the Township travel. The amount for mileage will be 48 cents/mile. Vote:
all ayes.
Mr. Bias moved, seconded by Mr. Pooch to allow the
Trustees and Fiscal Officer to participate in the Township health and
medical benefits programs. Vote: all ayes.
Mr. Pooch moved, seconded by Mr. Bias to have the Trustees
compensation be paid as a salary equivalent to 200 times the daily rate, to
be paid monthly. Vote: all ayes.
Mr. Bias moved, seconded by Mr. Pooch to appoint Keith
Kreager to the Northern Ohio Rural Water Board for 2009. Vote: all ayes.
Mr. Bias moved, seconded by Mr. Pooch to adjourn. Vote:
all ayes.
