The Margaretta Township Trustees met in regular session on September 6,
2007. Present were Mr. Riesterer, Mr. Pooch and Mr. Bias came shortly later.
Mr. Riesterer moved, seconded by Mr. Pooch to approve the minutes from
the August 16, 2007 meeting, as presented, by the Fiscal Office. Vote: all
ayes.
Mr. Riesterer moved, seconded by Mr. Pooch to accept the financial report
submitted by the Fiscal Officer. Vote: all ayes.
Mr. Riesterer moved, seconded by Mr. Pooch to approve and sign warrants
6903-6950 that were presented for payment by the Fiscal Officer. Vote: all
ayes.
Lisa Toich and Kris Kusmirek from Erie County Recycling were at the
meeting to discuss curb side pick up of recyclable items. Lisa said there
could possibly be an ODNR Community Grant available to help get this started
in the township. They mentioned doing a trail period with about 100
customers. There is also a possibility of adding yard waste removal.
Mr. Riesterer asked if there was a possibility of doing something with
Castalia Village. Lisa said she would get in contact with the Village and
let us know how they feel.
Bruce Martin was at the meeting to tell the Trustees that they are
forming a Castalia Historical Society. They would like to use our meeting
room on October 29, 2007 to hold a meeting. Trustees said this would be fine
as long as there are no zoning meetings that day.
Catherine Hinds was at the meeting with a complaint about our cemetery.
She said damage was done to some stones while the cemetery was being mowed.
The Trustees mentioned the complaint to Jim Neill when he arrived at the
meeting. Jim said he was not aware of any problems and that he would check
into this.
Keith Kreager from Crystal Rock wanted to know if there were any plans
concerning several houses in Crystal Rock. Tom Johnson gave an update on the
house on Bellevue (he hasn’t been able to get in touch with owners), Bay
Shore ( they said they’ll be fixing up soon) and Norwood ( he said some
work has been done) Mr. Kreager mentioned some other houses, but the
Trustees said we could only work on the ones mentioned for now. We can’t
take on all these issues at once.
Tom Johnson gave a zoning report. He gave an update on the signs that are
going to be put up in the Industrial Park. The Geographical Information
System (GIS) was discussed. This is a mapping system.
Mr. Riesterer moved, seconded by Mr. Bias to enter into an agreement with
GIS at an annual cost of $1000. Vote: all ayes.
Dave Bodi mentioned the ditch on Maple Ave again. He said he talked to
Hank Kleinoeder about the ditch and Mr. Kleinoeder asked if we could put
some stone on the edge. The Trustees said they needed to check on who owns
the ditch.
Jim Neill said that the Township owns the ditch, but that the county had
agreed years ago to take care of the Maple Ave. Ditch.
Mr. Riesterer mentioned that there was some issues that have come up in
our Issue II project and this will cause an overage on the project of
$20,000. ($10,000 would be our portion) Tim believes that for the project to
be done right, and because of the safety issues of not doing the changes, we
should approve the overage.
Jim Neill said that the cost from Erie County Engineer would be
approximately $10,000 ($5000 our cost).
Jim gave an update on the carpet for the cemetery.
Mr. Riesterer moved, seconded by Mr. Bias to amend our Issue II project
contract with Ed Burdue for changes in the drainage at a total cost for
additional work not to exceed a total of $20,000. Vote: all ayes.
Mr. Bias moved, seconded by Mr. Riesterer to approve the vacation request
for Tom Jones for September 20 & September 21, 2007. Vote: all ayes.
Mr. Riesterer moved, seconded by Mr. Bias to have Meggitt Painting and
Sandblasting, paint and sandblast the road department truck (frame &
box) at a cost of $1810 Vote: all ayes.
Mr. Riesterer moved, seconded by Mr. Bias to purchase carpet for the
cemetery office from Bowling Green Equipment for a cost of $1009, plus to
have Tim Sessler paint the walls for a cost of up to $200. Vote: all ayes.
Mr. Riesterer discussed the upcoming water project, by the county on
Homegardner Rd. They should be starting the project this fall or next spring
and the completion date is for fall 2008.
Russ Zura has submitted a list of time he missed work for his Workers
Comp claim. The trustees said to add sick time back that he used for his
Workers Comp. Mr. Riesterer also said that Russ’s sick time needed to be
adjusted because he is now on a 40 hr week schedule. Tim said this should be
done effective the day he returned to work on the 40 hr week schedule.
The Fiscal Officer had our Certificate of Result of Election from the May
election for our Fire Levy.
The Erie County Township Assoc. meeting will be at Huron Township on
September 13, 2007. There will be a discussion on HB 694 and HB 9.
Erie Soil & Water Annual Meeting is September 10, 2007.
Mr. Bias moved, seconded by Mr. Riesterer to adjourn. Vote: all ayes
