Meeting Minutes

 

 The Margaretta Township Trustees met in regular session on June 7, 2007 at 7 p.m.

Present were Mr. Pooch, Mr. Riesterer and Mr. Bias.

Mr. Bias moved, seconded by Mr. Riesterer to approve the minutes, as presented by the Fiscal Officer for the work session meeting on Wednesday May 16, 2007. Vote: all ayes.

Mr. Riesterer moved, seconded by Mr. Bias to approve the minutes from the May 17, 2007 meeting as present. Vote: all ayes.

Mr. Bias moved, seconded by Mr. Riesterer to approve the minutes, as presented, from the work session meeting held on May 21, 2007. Vote: all ayes.

Mr. Bias moved, seconded by Mr. Riesterer to approve and sign warrants 6667 – 6725, presented by Fiscal Officer, Mary Ann Lindsley. Vote: all ayes.

Mr. Riesterer moved, seconded by Mr. Bias to accept the financial reports presented by the Fiscal Officer. Vote: all ayes.

Renee Bissett from 4708 Lima Sandusky Road was at the meeting to voice her concern with her neighbors (Crums). She said there is a mess on their property (she gave the trustees some pictures she had taken) She mentioned a pool that is not being used, but that rain water sets in. The trustees told her that we had been working on that property and that they would discuss this with the zoning inspector and have him check into it.

Mrs. Helmus from SR 101 wanted to know if anything had been done about PGT Trucking and the dust that is being blown onto her property. Mr. Pooch said that it would be at least 2 weeks before they got a quote on possible fixes. Mr. Riesterer said it looked like they had sprayed the dirt with something that looked to him like oil. Mrs. Helmus said she would go another route since the trustees could not help her. Mr. Pooch said he felt that the truck company plans on trying to resolve the problem.

Mr. Riesterer asked Mrs. Helmus if she would like us to do anything else and she said no. Mrs. Helmus said she was going another route. She did not say what she intended to do.

The trustees addressed the register reporter about getting information wrong in the paper. The article that was in before our levy was voted on said that we planned to replace a 2003 squad, when actually it is a 1993 squad that needs replacing. Also the reporter mentioned that the trustees said failure of the levy would mean 2 firefighters being laid off. Actually the trustees said it would be cuts equivalent of 2 firefighters.

Keith Kreager was at the meeting and he mentioned that he was wrong about the reconnect fees if you have to disconnect from Rural Water. Mr. Kreager said that if service is disconnected you would have to pay the current tap fee to reconnect.

Keith mentioned that rural water is going to start paying his mileage to go to the meetings. Therefore he will submit a bill to us for meeting attended until June. It was also mentioned that Mr. Kreager does get paid by Rural Water for attending the meeting.

Mr. Riesterer asked Keith if anyone from Rural Water wanted to join the Erie County Township Assoc. as an associate member. Keith said he would have to check again on that.

Mr. Kreager mentioned that the Crystal Rock Landowners Assoc. bought 2 lots in Crystal Rock to store their equipment on.

Mr. Bias asked Keith about the mosquitoes in Crystal Rock. Keith mentioned that they could use some help in spraying for mosquitoes. Mr. Kreager also mentioned there is high grass on some of the lots and he also wanted to know about the road side mowing. The trustees told Mr. Kreager that we had begun our road side mowing and they would be getting to them.

The trustees mentioned that we did not receive the block grant we had applied for. We could go for engineering and work at some other time, but we would need to do an income study first. Mr. Kreager said they have another idea that may fix their problem.

The trustees discussed smoking at the parks. They feel that there should be a no smoking area at the shelter house and possibly in the bleachers. The trustees feel that everyone should be using common sense in not smoking in the dug outs. The trustees will run their ideas by the park board and see how they feel about the issue.

The owner of the car/truck wash on SR 101 would like to put signs on Rt 2 advertising his truck wash. This is up to the state.

The trustees mentioned that the Issue II project can not be awarded until July 19, 2007.

The project is being advertised today June 7, 2007 and also on June 14, 2007, with the bids to be opened at our June 21, 2007 meeting. The total estimated cost of this project is now $180,000.00.

The road department mentioned that Rob Gysan has decided not to work for us. He has taken a full time job. Jim left two applications to consider for the summer position. The trustees will see who he recommends before hiring anyone.

Mr. Bias moved, seconded by Mr. Riesterer to grant Tom Jones his vacation request for June 11, 2007. Vote: all ayes.

Mr. Riesterer moved, seconded by Mr. Bias to continue our membership in the Erie County Chamber of Commerce, and pay the annual fee of $215. Vote: all ayes.

Chief Keimer gave his report. He said he talked to Alltel about our balance due. Tom said they would cut the bill in half and they would be sending a new statement confirming this. Chief Keimer had originally said he didn’t feel we had broken our contract with Alltel, but he can’t get them to cancel all of the amount owing.

Mr. Riesterer moved, seconded by Mr. Bias to grant the following vacation requests: Dan Minor for July 2, 4&6 2007, Marsha Morrow for July 5, 2007, Kathy Biecheler for July 16, 17 & 18 2007, and for Keith Killingsworth for June 11, 13, 15, 20, & 22, 2007. Vote: all ayes.

The trustees mentioned there is a problem at the Roth Place (Heywood & Maple) with their pool and barn. There needs to be something done.

The Fiscal Officer mentioned that we are having problems with Allied Waste and our collections at the parks. This happens every year. They are to send us a copy of our contract so we can see how it reads and see if we can get out of it and possibly go with someone else for garbage collection.

Mary Ann also mentioned that she still does not have a certificate from Workers Comp for Ed Cullen. This should have already been turned in.

Fiscal Officer, Mary Ann Lindsley, mentioned that she had attended the meeting in Marysville about the new HB 694. They had no answer on how we should handle this. It was mentioned that it may all be done away with. We will wait to see what happens before we do anything about this.

There will be a zoning hearing next Monday regarding monument signs.

The new section of the cemetery has been opened.

Mr. Riesterer moved, seconded by Mr. Bias to go into executive session with the trustees, fiscal officer and Chief Keimer to discuss personnel. Roll Call Vote: Mr. Bias- yes, Mr. Riesterer –yes and Mr. Pooch –yes.

Mr. Riesterer moved, seconded by Mr. Bias to return to regular session. Roll Call Vote: Mr. Bias –yes, Mr. Riesterer- yes and Mr. Pooch- yes.

Mr. Bias moved, seconded by Mr. Riesterer to take Victor Morrow off probation, effective May 26, 2007 and increase his pay 50 cents/hr, from $10.80/hr to $11.30/hr. Vote: all ayes.

Mr. Riesterer moved, seconded by Mr. Bias to promote William Mohr to the position of Assistant Chief of the Fire Department with one year probation. This is to be effective June 11, 2007. Vote: all ayes.

The trustees have decided to hold a work session meeting with the Insurance Committee on June 15, 2007 to go over our final quotes for our health insurance. Fiscal Officer Mary Ann Lindsley, will contact Ohio Insurances Services to be sure we have their quotes by then.

Mr. Riesterer moved, seconded by Mr. Bias to adjourn. Vote: all ayes.
