The Margaretta Township Trustees met in regular session on April 16, 2009 at
7 p.m. Present were Mr. Riesterer, Mr. Pooch and Mr. Bias.
Mr. Pooch moved, seconded by Mr. Riesterer to approve the minutes from
the April 2, 2009 meeting, as presented by Fiscal Officer, Mary Ann Lindsley.
Vote: all ayes.
Mr. Riesterer moved, seconded by Mr. Pooch to approve and sign warrants
8568-8606 that were presented for payment by Fiscal Officer, Mary Ann
Lindsley. Vote: all ayes.
Mr. Pooch moved, seconded by Mr. Riesterer to accept the financial
reports submitted by our Fiscal Officer, Mary Ann Lindsley. Vote: all ayes.
Mr. Burdue from Homegardner Rd was at the meeting about the ditch project
on Homegardner Road. Mr. Riesterer explained that we have plans from Erie
County on what we could do for this drainage issue. Mr. Riesterer said we
will set a public work session to go over everything.
Chief Keimer gave his report. He said our server is here and that Kevin
Dwight will get it up and going. Chief Keimer would like to go to an
instructor’s conference in Indianapolis. Chief explain that after the
purchase of the new turn out gear we will replace them alternately, as
needed, so we do not have a large expense in the future.
Our phones were discussed. We are considering going with Buckeye Cable
for our phones, but there may be a problem with the off sight phone located
in the Cemetery Office.
Mr. Pooch moved, seconded by Mr. Riesterer to allow Tom Keimer to go to
the Fire Department Instructors Conference on April 24 & 25 in
Indianapolis. Vote: all ayes.
We sent a letter to the Ohio Housing Finance Agency about the WODA Group
that wants to construct 40 single family dwellings in Margaretta Township in
Maple Hills.. The letter said that this development does not meet our
current zoning. There are drainage problems in that area.
Mr. Riesterer also discussed this with Erie County Commissioners and he
explained the drainage and sewage problems in the area where this
development wants to go. The county will also send a letter to the Ohio
Housing Finance Agency.
Plan B would be to suggest a better location for the development. To date
we have had no contact with the developer.
Mr. Jim Neill gave his report. He would like to rehire Dawson Taylor and
David Siesel for summer help.
Jim resubmitted his road work since the work on Parker Road is estimated
to be over $45,000.
We received another notice from Columbia Gas saying we owe money for
damage. We will send them a note with a copy of the prosecutor’s letter
that said we are not responsible for the damage.
Mr. Riesterer moved, seconded by Mr. Pooch to approve the amended 2009
road maintenance work to $110,024 Vote: all ayes.
Mr. Riesterer moved, seconded by Mr. Pooch to hire Dawson Taylor at a
rate of $7.50/hr and David Siesel at a rate of $7.25/hr as part time summer
help. Mr. Taylor hire date to be effective 4/20/09 and Mr. Siesel’s hire
date to be effect 6/8/09. Vote: all ayes.
Mr. Pooch moved, seconded by Mr. Riesterer to hold a work session on
April 30, 2009 at 7 p.m. to discuss the Homegardner Road drainage project.
Vote: all ayes.
Mr. Pooch moved, seconded by Mr. Riesterer to allow the Road Dept men to
attend the Underground Damage Prevention Seminar on April 22, 2009 in
Fremont. Vote: all ayes.
Mr. Riesterer moved, seconded by Mr. Pooch to contract with Erie County
Engineer for the collective bargaining for our resurfacing seal coat
program. Vote: all ayes
Mr. Tom Johnson gave his zoning report. The proposed addition to our
zoning codes to include wind turbines was discussed. It was decided that
this has to start with the zoning board.
Junk Vehicles were discussed. We will follow the revised code on this
issue.
Mr. Pooch moved, seconded by Mr. Riesterer to pass resolution 2009-09
adopting the revised zoning map submitted by Erie Regional Planning, Roll
Call vote: Mr. Riesterer- yes, Mr. Pooch- yes and Mr. Bias- yes.
Trustees mentioned that we can ask to have someone become a State
Purchasing Cooperative Member if we would like them to be.
The new electrical service at Lions Park was discussed. This is needed
for the new building and concession stand that is going in.
Mr. Pooch moved, seconded by Mr. Riesterer to adjourn. Vote: all ayes.

April 30th WORK SESSION
The Margaretta Township Trustees met on April 30, 2009 at 7 p.m. to hold
a public work session to discuss the drainage project on Homegardner Road.
Present were Mr. Riesterer, Mr. Pooch and Mr. Bias.
Mr. Ken Fortney from Erie County was in attendance to go over the plans
he did for the drainage project on Homegardner Road.
Township residents in attendance were: Guy Burdue, Marcia Braun, Joanne
Braun, Paul Braun, Debra Conrad, Randy Conrad, Ryan Miller and Charles
Gasser.
Mr. Ken Fortney presented the plans he feels would help the drainage
problems on Homegardner Rd.
Residents discussed and questioned Mr. Fortney and the trustees about the
project.
The trustees said that the township would provide the labor, equipment
and stone for the projects and that the residents would be responsible for
culverts and tile.
After discussing this issue the trustees asked those in attendance if
they are in favor of going forward with the project. Everyone in attendance
was in favor of going forward.
Mr. Pooch moved, seconded by Mr. Riesterer to adjourn. Vote: all ayes.
